National Flood Insurance Program Reauthorization Act of 2019

Short title— This Act may be cited as the “National Flood Insurance Program Reauthorization Act of 2019”.

Table of contents— The table of contents for this Act is as follows:

since 2016, communities and families across the United States have suffered over $300 billion in losses as a result of flooding;

flooding disasters in the United States present a threat to people, property, and taxpayers;

the National Flood Insurance Program (NFIP) is a key component of the Federal Government’s efforts to minimize the damage and financial impact of floods;

the NFIP is the principal provider of flood insurance in the United States, covering over 5 million households and businesses across the country;

affordability of flood insurance coverage remains a serious concern;

investment in mitigation is a cost-effective means of reducing risk;

a policyholder’s ability to pay for flood insurance coverage should be considered for premium rate discounts; and

in the absence of widespread private insurance industry participation, and as a matter of national policy, the Federal Government must ensure the availability and affordability of flood insurance.
