1. Short title
This Act may be cited as the “Help Ensure Responders Overdosing Emerge Safely Act of 2019” or the “HEROES Act of 2019”.

A BILL
To provide opioid receptor antagonists, including naloxone, to first responders for personal use, and for other purposes.
2. Assistance to firefighters grants program and the fire prevention and safety grants program
Fire prevention and safety grants program— Section 33(c)(3) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2229(c)(3)) is amended by adding at the end the following:
“(O) To provide opioid receptor antagonists, including naloxone, to firefighters, paramedics, emergency medical service workers, and other first responders for personal use.”
COPS grant— Section 1701(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10381(b)(13)) is amended—
in paragraph (22), by striking “and” at the end;
in paragraph (23), by striking the period and inserting “; and”; and
by adding at the end the following:
“(24) to provide opioid receptor antagonists, including naloxone, to law enforcement officers for personal use.”
