Section 1 Short title
This Act shall be cited as the “National Overflight and New Onerous, Incessant Sound Elimination Act” or “NO NOISE Act”.
National Overflight and New Onerous, Incessant Sound Elimination Act
A BILL
To amend title 49, of the United States Code, to prioritize the reduction of noise pollution in air commerce.
Sec. 2 Policy
Section 40101 of title 49, United States Code, is amended by—
redesignating paragraphs (4) through (16) as paragraphs (6) through (18), respectively; and
inserting after paragraph (3) the following:
“(4) assigning and maintaining community concerns, including noise, as the second highest priority in air commerce.
“(5) before authorizing new air transportation services, evaluating the implications of such services on the communities which will be impacted, informed by engagement with the impacted communities, both through local governments and the general public.”
