That the Senate—
finds that the DPRK represents a serious threat to the national security of the United States and United States allies in East Asia and to international peace and stability, and grossly violates the human rights of its own people;
urges the Secretary of State and the Secretary of the Treasury to impose additional sanctions against the DPRK, including targeting its financial assets around the world, specific designations relating to human rights abuses, and a redesignation of the DPRK as a state sponsor of terror; and
warns the President against resuming the negotiations with the DPRK, either bilaterally or as part of the Six Party talks, without strict pre-conditions, including that the DPRK—
adhere to its denuclearization commitments outlined in the 2005 Joint Statement of the Six-Party talks;
commit to halting its ballistic missile programs and its proliferation activities;
cease military provocations; and
measurably and significantly improve its human rights record.
