Searching for and Cutting Regulations that are Unnecessarily Burdensome Act of 2015
A BILL
To provide for the establishment of a process for the review of rules and sets of rules, and for other purposes.
Sec. 2 Definitions
In this Act:
Administrator— The term Administrator means the Administrator of the Office of Information and Regulatory Affairs of the Office of Management and Budget.
Agency— The term agency has the meaning given that term in section 551 of title 5, United States Code.
Commission— The term Commission means the Retrospective Regulatory Review Commission established under section 101(a).
Major rule— The term major rule means any rule that the Administrator determines is likely to impose—
an annual cost on the economy of $100,000,000 or more, adjusted annually for inflation;
a major increase in costs or prices for consumers, individual industries, Federal, State, local, or tribal government agencies, or geographic regions;
significant adverse effects on competition, employment, investment, productivity, innovation, or on the ability of United States-based enterprises to compete with foreign-based enterprises in domestic and export markets; or
significant impacts on multiple sectors of the economy.
Rule— The term rule has the meaning given that term in section 551 of title 5, United States Code.
Set of rules— The term set of rules means a set of rules that collectively implements a regulatory authority of an agency.
