Permanent Investment in Health Research Act of 2015

A BILL

To amend the Public Health Service Act to provide funding for the National Institutes of Health.

Section 1 Short title

This Act may be cited as the “Permanent Investment in Health Research Act of 2015”.

Sec. 2 Funding for National Institutes of Health

(a)
Funding— Paragraph (1) of section 402A(a) of the Public Health Service Act (42 U.S.C. 282a(a)) is amended to read as follows:

“(1) In general—Out of any money in the Treasury not otherwise appropriated, for the purpose of carrying out this title, there are hereby appropriated to the National Institutes of Health, to remain available until expended, the following amounts:

“(A) For fiscal year 2016, $32,000,000,000.

“(B) For each of fiscal years 2017 through 2025, the amount appropriated under this subsection for the preceding fiscal year, adjusted by any percentage increase in nominal gross domestic product during the preceding calendar year.”

(b)
Conforming changes— Section 402A of the Public Health Service Act (42 U.S.C. 282a) is amended—
(1)
in the section heading, by striking “Authorization of appropriations” and inserting “Funding”; and
(2)
in subsection (b), by striking “Of the amount authorized to be appropriated under subsection (a)” and inserting “Of the amount made available under subsection (a)”.
(c)
Exemption from sequestration orders— Subparagraph (A) of section 255(g)(1) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 905(g)(1)) is amended by inserting before the item relating to “Office of Thrift Supervision” the following new item:
