Section 1 Sense of the Senate
It is the sense of the Senate that the Secretary of State—
is authorized to revoke the passport of any United States citizen whose activities abroad are likely to cause serious damage to United States national security or foreign policy; and
should use the authority described in paragraph (1)—
to revoke the passports of United States citizens who are fighting with, or otherwise providing material support to, the Islamic State of Iraq and al-Sham; and
to prevent such individuals from returning to the United States to plan, coordinate, or carry out a terrorist attack.
