Sec. 2 Authorized activities; eligibility; authorization of appropriations
In general— Section 9504 of the Omnibus Public Land Management Act of 2009 (42 U.S.C. 10364) is amended—
in subsection (a)—
in paragraph (1)(H)—
in clause (i), by striking “or” at the end;
in clause (ii), by striking the period and inserting “; or”; and
by adding at the end the following:
“(iii) to plan for or address the impacts of drought.”
in paragraph (2)(A)—
by striking “; and” and inserting “; or”;
by striking “(A) be located within the States” and inserting the following:
“(A) be located in—
“(i) the States”
by adding at the end the following:
“(ii) the State of Hawaii; and”
changed
in subsection (e), by striking “There is” and all that follows through “$200,000,000” and inserting “There are authorized to be appropriated such sums as are necessary to carry out this section for each of fiscal years 2015 through 2023”.2023”. to carry out this section $100,000,000”.
Sec. 3 Authorization of appropriations for national water availability and use assessment program

Section 9508(e)(2) of the Omnibus Public Land Management Act of 2009 (42 U.S.C. 10368(e)(2)) is amended by striking “$12,500,000 for the period of fiscal years 2009 through 2013” and inserting “such sums as are necessary for the period of fiscal years 2014 through 2023”.2023”. by striking “2009 through 2013” and inserting “2014 through 2018”.
