To rescind unobligated amounts for foreign assistance to Egypt, and to appropriate funds for the Department of Defense tuition assistance program.

In general— Of the aggregate unobligated amount available for foreign assistance to Egypt for fiscal year 2013, there is hereby rescinded $500,000,000.

Report— Not later than 60 days after the date of the enactment of this Act, the Director of the Office of Management and Budget shall submit to the committees on appropriations of the House of Representatives and the Senate a report describing the amount and account of each rescission under paragraph (1).
