(b) In applying section 4703 to a demonstration project described in section 4701(a)(4) which involves the Internal Revenue Service—(1) section 4703(b)(1) shall be deemed to read as follows:“(1) develop a plan for such project which describes its purpose, the employees to be covered, the project itself, its anticipated outcomes, and the method of evaluating the project;”;(2) section 4703(b)(3) shall not apply;(3) the 180-day notification period in section 4703(b)(4) shall be deemed to be a notification period of 30 days;(4) section 4703(b)(6) shall be deemed to read as follows:“(6) provides each House of Congress with the final version of the plan.”;(5) section 4703(c)(1) shall be deemed to read as follows:“(1) subchapter V of chapter 63 or subpart G of part III of this title;”;(7) notwithstanding section 4703(d)(1)(B), based on an evaluation as provided in section 4703(h), the Office of Personnel Management and the Secretary of the Treasury, except as otherwise provided by this subsection, may waive the termination date of a demonstration project under section 4703(d).

(1) Except as otherwise provided in this subsection, any demonstration project described in subsection (a) shall be subject to section 4703 of title 5 and all other provisions of such title that apply with respect to any demonstration project under such section.

(2) Subject to paragraph (3), in applying section 4703 of title 5 with respect to a demonstration project described in subsection (a)—(A) “180 days” in subsection (b)(4) of such section shall be deemed to read “120 days”;(B) “90 days” in subsection (b)(6) of such section shall be deemed to read “30 days”; and(C) subsection (d)(1) of such section shall be disregarded.

(4) The Secretary of Defense shall exercise the authorities granted to the Office of Personnel Management under section 4703 of title 5 for purposes of the demonstration project authorized under this section.

(3) If the Secretary carries out a demonstration project at a laboratory pursuant to paragraph (1), section 4703 of title 5 shall apply to the demonstration project, except that—(A) subsection (d) of such section 4703 shall not apply to the demonstration project;(B) the authority of the Secretary to carry out the demonstration project is that which is provided in paragraph (1) rather than the authority which is provided in such section 4703; and(C) the Secretary shall exercise the authorities granted to the Office of Personnel Management under such section 4703 through the Under Secretary of Defense for Research and Engineering (who shall place an emphasis in the exercise of such authorities on enhancing efficient operations of the laboratory and who may, in exercising such authorities, request administrative support from science and technology reinvention laboratories to review, research, and adjudicate personnel demonstration project proposals).
