(g) In this section and sections 13905 and 13906, the term “motor carrier” includes foreign motor private carriers.

(A) may suspend the registration of a motor carrier, a freight forwarder, or a broker for failure to comply with requirements of the Secretary pursuant to section 13904(e) or 13906 or an order or regulation of the Secretary prescribed under those sections; and

(2) the registration system contained in this chapter and the financial responsibility information system under section 13906; and

(a) If a person provides transportation by motor vehicle or service in clear violation of section 13901–13904 or 13906, a person injured by the transportation or service may bring a civil action to enforce any such section. In a civil action under this subsection, trial is in the judicial district in which the person who violated that section operates.

(a) The Secretary shall register, subject to section 13906(b), a person to be a broker for transportation of property subject to jurisdiction under subchapter I of chapter 135, if the Secretary determines that the person—(1) has sufficient experience to qualify the person to act as a broker for transportation; and(2) is fit, willing, and able to be a broker for transportation and to comply with this part and applicable regulations of the Secretary.

(b) A registration issued under subsection (a) shall only remain in effect while the broker for transportation is in compliance with section 13906(b).
