(A) Not less than once every 2 years, the Administrator shall conduct, for each State and high-risk urban area receiving a grant administered by the Department, a programmatic and financial review of all grants awarded by the Department to prevent, prepare for, protect against, or respond to natural disasters, acts of terrorism, or other man-made disasters, excluding assistance provided under section 203, title IV, or title V of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133, 5170 et seq., and 5191 et seq.).

(1) Subject to the availability of appropriations, not later than 180 days after November 15, 2021, the Secretary of Agriculture shall, using amounts made available under subsection (c)(12), establish a program, which shall be separate from the program established under section 5133 of title 42, under which the Secretary of Agriculture, in cooperation with the States, shall award grants to at-risk communities, including Indian Tribes—(A) to develop or revise a community wildfire protection plan; and(B) to carry out projects described in a community wildfire protection plan that is not more than 10 years old.

(C) the Predisaster Hazard Mitigation Program under section 5133 of this title; and

(f) Recipients of hazard mitigation assistance provided under this section and section 5133 of this title may use the assistance to conduct activities to help reduce the risk of future damage, hardship, loss, or suffering in any area affected by a wildfire or windstorm, such as—(1) reseeding ground cover with quick-growing or native species;(2) mulching with straw or chipped wood;(3) constructing straw, rock, or log dams in small tributaries to prevent flooding;(4) placing logs and other erosion barriers to catch sediment on hill slopes;(5) installing debris traps to modify road and trail drainage mechanisms;(6) modifying or removing culverts to allow drainage to flow freely;(7) adding drainage dips and constructing emergency spillways to keep roads and bridges from washing out during floods;(8) planting grass to prevent the spread of noxious weeds;(9) installing warning signs;(10) establishing defensible space measures;(11) reducing hazardous fuels;(12) mitigating windstorm and wildfire damage, including—(A) replacing or installing electrical transmission or distribution utility pole structures with poles that are resilient to extreme wind, wildfire, and combined ice and wind loadings for the basic wind speeds and ice conditions associated with the relevant location; and(B) the installation of fire-resistant wires and infrastructure and the undergrounding of wires;(13) removing standing burned trees; and(14) replacing water systems that have been burned and have caused contamination.

(g) Recipients of hazard mitigation assistance provided under this section and section 5133 of this title may use the assistance to conduct activities to help reduce the risk of future damage, hardship, loss, or suffering in any area affected by earthquake hazards, including—(1) improvements to regional seismic networks in support of building a capability for earthquake early warning;(2) improvements to geodetic networks in support of building a capability for earthquake early warning; and(3) improvements to seismometers, Global Positioning System receivers, and associated infrastructure in support of building a capability for earthquake early warning.

(1) A recipient of funds provided under this section that uses the funds to supplement Federal assistance provided under section 5133, 5170a, 5170b, 5170c, 5172, 5173, 5174(c)(4), 5189f, or 5191 of this title may adopt, without review or public comment, any environmental review, approval, or permit performed by a Federal agency, and such adoption shall satisfy the responsibilities of the recipient with respect to such environmental review, approval, or permit under section 5304(g)(1) of this title, so long as the actions covered by the existing environmental review, approval, or permit and the actions proposed for these supplemental funds are substantially the same.

(ii) provide 25 percent of the costs of the activities for which assistance is being given, except that the Administrator may lower or waive the cost-share requirement for these activities for a small impoverished community, as defined in section 5133 of this title; and

(g) With respect to financial assistance provided under section 5133(i) of this title to perform a resilience or mitigation project within, or that primarily benefits, a community disaster resilience zone, the President may increase the amount of the Federal share described under section 5133(h) of this title to not more than 90 percent of the total cost of the resilience or mitigation project.

(g) With respect to financial assistance provided under section 5133(i) of this title to perform a resilience or mitigation project within, or that primarily benefits, a community disaster resilience zone, the President may increase the amount of the Federal share described under section 5133(h) of this title to not more than 90 percent of the total cost of the resilience or mitigation project.
