(C) The purposes described in this subparagraph are to cover the costs (including equipment, salaries and benefits, and travel and training) of the administration and operation of the health care fraud and abuse control program established under section 1320a–7c(a) of this title, including the costs of—(i) prosecuting health care matters (through criminal, civil, and administrative proceedings);(ii) investigations;(iii) financial and performance audits of health care programs and operations;(iv) inspections and other evaluations; and(v) provider and consumer education regarding compliance with the provisions of subchapter XI.

(1) The Inspector General of the Department of Health and Human Services shall develop and implement a program to review the WTC Program’s health care expenditures to detect fraudulent or duplicate billing and payment for inappropriate services. This subchapter is a Federal health care program (as defined in section 1320a–7b(f) of this title) and is a health plan (as defined in section 1320a–7c(c) of this title) for purposes of applying sections 1320a–7 through 1320a–7e of this title.
