  (b) Of the amounts made available under subsection (a), the following amounts may be used to carry out section 14508—

  (1) $12,000,000 for fiscal year 2008;

  (2) $12,500,000 for fiscal year 2009;

  (3) $13,000,000 for fiscal year 2010;

  (4) $13,500,000 for fiscal year 2011; and

  (5) $14,000,000 for fiscal year 2012.
