(a) Nothing in this chapter shall be construed as superseding, amending, modifying, or repealing the Mining and Minerals Policy Act of 1970 (30 U.S.C. 21a), the National Environmental Policy Act of 1969 (42 U.S.C. 4321–47)), or any of the following Acts or with any rule or regulation promulgated thereunder, including, but not limited to—(1) The Federal Metal and Nonmetallic Mine Safety Act (30 U.S.C. 721–740)).(2) The Federal Coal Mine Health and Safety Act of 1969 (83 Stat. 742) [30 U.S.C. 801 et seq.].(3) The Federal Water Pollution Control Act (79 Stat. 903), as amended [33 U.S.C. 1251 et seq.], the State laws enacted pursuant thereto, or other Federal laws relating to preservation of water quality.(4) The Clean Air Act, as amended [42 U.S.C. 7401 et seq.].(5) The Solid Waste Disposal Act [42 U.S.C. 6901 et seq.].(6) The Refuse Act of 1899 (33 U.S.C. 407).(7) The Fish and Wildlife Coordination Act of 1934 (16 U.S.C. 661–666c)).(8) The Mineral Leasing Act of 1920, as amended (30 U.S.C. 181 et seq.).

(7) notwithstanding the enactment of section 21a of this title, the United States does not have a coherent national materials and minerals policy.

Nothing in this chapter shall be interpreted as changing in any manner or degree the provisions of and requirements of section 21a of this title. For the purposes of achieving the objectives set forth in section 1602 of this title, the Congress declares that the President shall direct (1) the Secretary of the Interior to act immediately within the Department’s statutory authority to attain the goals contained in section 21a of this title and (2) the Executive Office of the President to act immediately to promote the goals contained in section 21a of this title among the various departments and agencies.

(12) the public lands be managed in a manner which recognizes the Nation’s need for domestic sources of minerals, food, timber, and fiber from the public lands including implementation of the Mining and Minerals Policy Act of 1970 (84 Stat. 1876, 30 U.S.C. 21a) as it pertains to the public lands; and

(a) Except as otherwise expressly provided in this chapter, nothing in this chapter shall be construed to amend, modify, or repeal any provision of the Coastal Zone Management Act of 1972 [16 U.S.C. 1451 et seq.], the National Environmental Policy Act of 1969 [42 U.S.C. 4321 et seq.], the Mining and Mineral Policy Act of 1970 [30 U.S.C. 21a], or any other Act.
