(n) The Secretary shall submit to the President, for inclusion in each report required to be submitted to the Congress under section 1671 of this title, a report concerning the previous fiscal year which sets forth—(1) the health professional positions maintained by the Service or by tribal or Indian organizations for which recruitment or retention is difficult;(2) the number of Loan Repayment Program applications filed with respect to each type of health profession;(3) the number of contracts described in subsection (f) that are entered into with respect to each health profession;(4) the amount of loan payments made under this section, in total and by health profession;(5) the number of scholarship grants that are provided under section 1613a of this title with respect to each health profession;(6) the amount of scholarship grants provided under section 1613a of this title, in total and by health profession;(7) the number of providers of health care that will be needed by Indian health programs, by location and profession, during the three fiscal years beginning after the date the report is filed; and

(b) The Secretary shall submit to the President for inclusion in each statement which is required to be submitted to the Congress under section 1671 of this title an evaluation of—(1) the health promotion and disease prevention needs of Indians,(2) the health promotion and disease prevention activities which would best meet such needs,(3) the internal capacity of the Service to meet such needs, and(4) the resources which would be required to enable the Service to undertake the health promotion and disease prevention activities necessary to meet such needs.

(j) The Service shall develop methods for analyzing and evaluating the overall status of mental health programs and services for Indians and shall submit to the President, for inclusion in each report required to be transmitted to the Congress under section 1671 of this title, a report on the mental health status of Indians which shall describe the progress being made to address mental health problems of Indian communities.

(II) include the updated report in the appropriate annual report under subparagraph (B) for submission to Congress under section 1671 of this title.

(B) The Secretary shall submit to the President, for inclusion in the report required to be transmitted to Congress under section 1671 of this title, a report which sets forth the following:(i) A description of the health care facility priority system of the Service established under paragraph (1).(ii) Health care facilities lists, which may include—(I) the 10 top-priority inpatient health care facilities;(II) the 10 top-priority outpatient health care facilities;(III) the 10 top-priority specialized health care facilities (such as long-term care and alcohol and drug abuse treatment); and(IV) the 10 top-priority staff quarters developments associated with health care facilities.(iii) The justification for such order of priority.(iv) The projected cost of such projects.(v) The methodology adopted by the Service in establishing priorities under its health care facility priority system.

(1) The Secretary shall submit to the President, for inclusion in each report required to be transmitted to the Congress under section 1671 of this title, a report which sets forth—(B) the methodology for determining sanitation deficiencies;(C) the level of sanitation deficiency for each sanitation facilities project of each Indian tribe or community;(D) the amount of funds necessary to raise all Indian tribes and communities to a level I sanitation deficiency; and(E) the amount of funds necessary to raise all Indian tribes and communities to zero sanitation deficiency.

(3) The Secretary shall submit to the President, for inclusion in each report required to be transmitted to the Congress under section 1671 of this title, the priority list maintained pursuant to paragraph (2).

The Secretary shall submit to the President, for inclusion in the report required to be transmitted to the Congress under section 1671 of this title, an accounting on the amount and use of funds made available to the Service pursuant to this subchapter as a result of reimbursements through titles XVIII and XIX of the Social Security Act, as amended [42 U.S.C. 1395 et seq., 1396 et seq.].

(h) The Secretary, acting through the Service, shall collect data for the report under section 1671 of this title with respect to—(1) the number of Indian youth who are being provided mental health services through the Service and tribal health programs;(2) a description of, and costs associated with, the mental health services provided for Indian youth through the Service and tribal health programs;(3) the number of youth referred to the Service or tribal health programs for mental health services;(4) the number of Indian youth provided residential treatment for mental health and behavioral problems through the Service and tribal health programs, reported separately for on- and off-reservation facilities; and(5) the costs of the services described in paragraph (4).

(a) Notwithstanding any other provision of law, any allocation of Service funds for a fiscal year that reduces by 5 percent or more from the previous fiscal year the funding for any recurring program, project, or activity of a service unit may be implemented only after the Secretary has submitted to the President, for inclusion in the report required to be transmitted to the Congress under section 1671 of this title, a report on the proposed change in allocation of funding, including the reasons for the change and its likely effects.

(d) The annual report of the Secretary which is required by section 1671 of title 25 shall include (along with the matters specified in section 1643 of title 25) a detailed statement of the status of the hospitals and skilled nursing facilities of the Service in terms of their compliance with the applicable conditions and requirements of this subchapter and of the progress being made by such hospitals and facilities (under plans submitted under subsection (b) and otherwise) toward the achievement of such compliance.
