(4) The term “Board” means the National Board for Education Sciences established under section 9516 of this title.

(a) There shall be in the Department the Institute of Education Sciences, to be administered by a Director (as described in section 9514 of this title) and, to the extent set forth in section 9516 of this title, a board of directors.
