  (a) There is authorized to be appropriated to the Board of Regents to carry out this subchapter (other than as provided in sections 80q–5(b)(1)(B), 80q–6, 80q–8, 80q–9, 80q–10, 80q–12, and 80q–13(c)(5) of this title)—

  (1) $10,000,000 for fiscal year 1990; and

  (2) such sums as may be necessary for each succeeding fiscal year.
