Any person that violates or fails to comply with any provision of this subchapter (including a regulation promulgated under this subchapter) shall be subject to the penalties described in section 707 of this title.

(b) The sums received under section 707 of this title as penalties or fines, or from forfeitures of property are authorized to be appropriated to the Department of the Interior for purposes of allocation under section 4407 of this title. This subsection shall not be construed to require the sale of instrumentalities.

(4) to commit any offense enumerated in paragraph (4), (5), (7), or (9) of section 707(a)1 of the Western and Central Pacific Fisheries Convention Implementation Act (16 U.S.C. 6906(a)).
