§5511. Networking and Information Technology Research and Development Program — Inbound Citations

  • (8) “Program” means the Networking and Information Technology Research and Development Program described in section 5511 of this title; and
  • (4) In this subsection, the term “applicable agencies and departments” means the agencies and departments identified in clauses (i) through (xi) of section 5511(a)(3)(B)1 of this title or designated under clause (xii) of that section.
  • (d) In accordance with the responsibilities under section 5511 of this title, the Director of the Office of Science and Technology Policy shall coordinate, to the extent practicable, Federal research and development activities under this section with other ongoing research and development security-related initiatives, including research being conducted by—
    (1) the National Science Foundation;
    (2) the National Institute of Standards and Technology;
    (3) the Department of Homeland Security;
    (4) other Federal agencies;
    (5) other Federal and private research laboratories, research entities, and universities;
    (6) institutions of higher education;
    (7) relevant nonprofit organizations; and
    (8) international partners of the United States.
  • (1) As part of the Program described in title I of the High-Performance Computing Act of 1991 (15 U.S.C. 5511 et seq.), the Foundation shall support basic research related to advanced information and communications technologies that will contribute to enhancing or facilitating the availability and affordability of advanced communications services for all people of the United States. Areas of research to be supported may include research on—
    (A) affordable broadband access, including wireless technologies;
    (B) network security and reliability;
    (C) communications interoperability;
    (D) networking protocols and architectures, including resilience to outages or attacks;
    (E) trusted software;
    (F) privacy;
    (G) nanoelectronics for communications applications;
    (H) low-power communications electronics;
    (I) implementation of equitable access to national advanced fiber optic research and educational networks in noncontiguous States; and
    (J) such other related areas as the Director finds appropriate.
  • (b) The Networking and Information Technology Research and Development Program established by section 5511 of title 15 shall include Federal research and development programs related to health information technology.

  • (f) The head of each agency and department identified under section 5511(a)(3)(B)1 of this title, through existing programs and activities, shall support research that will lead to the development of a scientific foundation for the field of cybersecurity, including research that increases understanding of the underlying principles of securing complex networked systems, enables repeatable experimentation, and creates quantifiable security metrics.

  • (a) The Program shall encourage the participating agencies to support foundational, large-scale, long-term, interdisciplinary, and interagency information technology research and development activities in networking and information technology directed toward agency mission areas that have the potential for significant contributions to national economic competitiveness and for other significant societal benefits. Such activities, ranging from basic research to the demonstration of technical solutions, shall be designed to advance the development of fundamental discoveries. The advisory committee established under section 5511(b) of this title shall make recommendations to the Program for candidate research and development areas for support under this section.
