II Reconciliation

Sec. 2001 Reconciliation in the House of Representatives

(a)
Submissions— In the House of Representatives, not later than September 11, 2026, the committees named in subsection (b) shall submit their recommendations on changes in laws within their jurisdictions to the Committee on the Budget of the House of Representatives to carry out this section.
(b)
Instructions—
(1)
Committee on Agriculture— The Committee on Agriculture of the House of Representatives shall submit changes in laws within its jurisdiction that increase the deficit by not more than $12,000,000,000 for the period of fiscal years 2027 through 2036.
(2)
Committee on Armed Services— The Committee on Armed Services of the House of Representatives shall submit changes in laws within its jurisdiction that increase the deficit by not more than $60,000,000,000 for the period of fiscal years 2027 through 2036.
(3)
Permanent Select Committee on Intelligence— The Permanent Select Committee on Intelligence of the House of Representatives shall submit changes in laws within its jurisdiction that increase the deficit by not more than $13,000,000,000 for the period of fiscal years 2027 through 2036.
(4)
Committee on House Administration— The Committee on House Administration of the House of Representatives shall submit changes in laws within its jurisdiction that increase the deficit by not more than $10,000,000,000 for the period of fiscal years 2027 through 2036.

Sec. 2002 Reconciliation in the Senate

(a)
Submissions— In the Senate, not later than September 11, 2026, the committees named in subsection (b) shall submit their recommendations to the Committee on the Budget of the Senate. Upon receiving all such recommendations, the Committee on the Budget of the Senate shall report to the Senate a reconciliation bill carrying out all such recommendations without any substantive revision.
(b)
Instructions—
(1)
Committee on Agriculture, Nutrition, and Forestry— The Committee on Agriculture, Nutrition, and Forestry of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $12,000,000,000 for the period of fiscal years 2027 through 2036.
(2)
Committee on Armed Services— The Committee on Armed Services of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $60,000,000,000 for the period of fiscal years 2027 through 2036.
(3)
Committee on Commerce, Science, and Transportation— The Committee on Commerce, Science, and Transportation of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $1,000,000,000 for the period of fiscal years 2027 through 2036.
(4)
Committee on Energy and Natural Resources— The Committee on Energy and Natural Resources of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $1,000,000,000 for the period of fiscal years 2027 through 2036.
(5)
Committee on Finance— The Committee on Finance of the Senate shall report changes in laws within its jurisdiction that decrease the deficit by not less than $500,000,000,000 for the period of fiscal years 2027 through 2036.
(6)
Committee on Foreign Relations— The Committee on Foreign Relations of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $1,000,000,000 for the period of fiscal years 2027 through 2036.
(7)
Committee on Homeland Security and Governmental Affairs— The Committee on Homeland Security and Governmental Affairs of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $20,000,000,000 for the period of fiscal years 2027 through 2036.
(8)
Committee on Indian Affairs— The Committee on Indian Affairs of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $1,000,000,000 for the period of fiscal years 2027 through 2036.
(9)
Select Committee on Intelligence— The Select Committee on Intelligence of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $13,000,000,000 for the period of fiscal years 2027 through 2036.
(10)
Committee on the Judiciary— The Committee on the Judiciary of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $20,000,000,000 for the period of fiscal years 2027 through 2036.
(11)
Committee on Rules and Administration— The Committee on Rules and Administration of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $20,000,000,000 for the period of fiscal years 2027 through 2036.
(12)
Committee on Veterans' Affairs— The Committee on Veterans’ Affairs of the Senate shall report changes in laws within its jurisdiction that increase the deficit by not more than $1,000,000,000 for the period of fiscal years 2027 through 2036.
