# §1436. Nationals but not citizens; residence within outlying possessions


A [person](/usc/8/1101.md?p=b-3) not a citizen who owes [permanent](/usc/8/1101.md?p=a-31) allegiance to the [United States](/usc/8/1101.md?p=a-38), and who is otherwise qualified, may, if he becomes a resident of any [State](/usc/8/1101.md?p=a-36), be naturalized upon compliance with the applicable requirements of this subchapter, except that in applications for [naturalization](/usc/8/1101.md?p=a-23) filed under the provisions of this section [residence](/usc/8/1101.md?p=a-33) and physical presence within the [United States](/usc/8/1101.md?p=a-38) within the meaning of this subchapter shall include [residence](/usc/8/1101.md?p=a-33) and physical presence within any of the [outlying possessions of the United States](/usc/8/1101.md?p=a-29).
