# §9060. Administration and enforcement

- (a) **In general—** The [Secretary](/usc/7/9011.md?p=20) shall promulgate regulations to address administrative and enforcement issues involved in carrying out [dairy margin coverage](/usc/7/9051.md?p=5).
- (b) **Reconstitution—** The [Secretary](/usc/7/9011.md?p=20) shall promulgate regulations to prohibit a dairy [producer](/usc/7/9011.md?p=17-A) from reconstituting a [dairy operation](/usc/7/9051.md?p=4-A) for the purpose of the dairy [producer](/usc/7/9011.md?p=17-A) receiving [dairy margin coverage payments](/usc/7/9051.md?p=6).
- (c) **Administrative appeals—** Using authorities under [section 1308(h) of this title](/usc/7/1308.md?p=h) and subtitle H of the Department of Agriculture Reorganization Act ([7 U.S.C. 6991](/usc/7/6991.md) et seq.), the [Secretary](/usc/7/9011.md?p=20) shall promulgate regulations to provide for administrative appeals of decisions of the [Secretary](/usc/7/9011.md?p=20) that are adverse to participants of [dairy margin coverage](/usc/7/9051.md?p=5).
