# §7811. Rules of construction

- (a) **Termination or suspension not an order—** The termination or suspension of an [order](/usc/7/7802.md?p=10), or a provision of an [order](/usc/7/7802.md?p=10), shall not be considered an [order](/usc/7/7802.md?p=10) under the meaning of this chapter.
- (b) **Rights—** This chapter—
  - (1) may not be construed to provide for control of production or otherwise limit the right of individual [Hass avocado](/usc/7/7802.md?p=6-A) growers, handlers and [importers](/usc/7/7802.md?p=8) to produce, handle, or import [Hass avocados](/usc/7/7802.md?p=6-A); and
  - (2) shall be construed to treat all [persons](/usc/7/7802.md?p=11) producing, handling, and importing [Hass avocados](/usc/7/7802.md?p=6-A) fairly and to implement any [order](/usc/7/7802.md?p=10) in an equitable manner.
- (c) **Other programs—** Nothing in this chapter may be construed to preempt or supersede any other program relating to [Hass avocado](/usc/7/7802.md?p=6-A) [promotion](/usc/7/7802.md?p=13), [research](/usc/7/7802.md?p=14), [industry information](/usc/7/7802.md?p=9), and [consumer information](/usc/7/7802.md?p=3) organized and operated under the laws of the [United States](/usc/7/7802.md?p=17) or of a [State](/usc/7/7802.md?p=16).
