# §6812. Construction

- (a) **Termination or suspension not an order—** The termination or suspension of an [order](/usc/7/6802.md?p=5), or a provision of an [order](/usc/7/6802.md?p=5), shall not be considered an [order](/usc/7/6802.md?p=5) under the meaning of this chapter.
- (b) **Producer rights—** This chapter—
  - (1) may not be construed to provide for control of production or otherwise limit the right of individual [cut flowers](/usc/7/6802.md?p=2-A-i) and [cut greens](/usc/7/6802.md?p=2-A-ii) [producers](/usc/7/6802.md?p=4-A-iii-III-bb) to produce [cut flowers](/usc/7/6802.md?p=2-A-i) and [cut greens](/usc/7/6802.md?p=2-A-ii); and
  - (2) shall be construed to treat all [persons](/usc/7/6802.md?p=6) producing [cut flowers](/usc/7/6802.md?p=2-A-i) and [cut greens](/usc/7/6802.md?p=2-A-ii) fairly and to implement any [order](/usc/7/6802.md?p=5) in an equitable manner.
- (c) **Other programs—** Nothing in this chapter may be construed to preempt or supersede any other program relating to [cut flowers](/usc/7/6802.md?p=2-A-i) or [cut greens](/usc/7/6802.md?p=2-A-ii) [promotion](/usc/7/6802.md?p=8) and [consumer information](/usc/7/6802.md?p=1) organized and operated under the laws of the [United States](/usc/7/6802.md?p=13) or a [State](/usc/7/6802.md?p=12).
