# §6203. Issuance of orders

- (a) **In general—** Subject to this chapter, and to effectuate the declared purposes of this chapter, the [Secretary](/usc/7/6202.md?p=14) shall issue and, from time to time, amend [lime](/usc/7/6202.md?p=6) [research](/usc/7/6202.md?p=13), [promotion](/usc/7/6202.md?p=12), and [consumer information](/usc/7/6202.md?p=2) [orders](/usc/7/6202.md?p=8) applicable to [handlers](/usc/7/6202.md?p=4), [producers](/usc/7/6202.md?p=10), [producer-handlers](/usc/7/6202.md?p=11), and [importers](/usc/7/6202.md?p=5) of [limes](/usc/7/6202.md?p=6). Any such [order](/usc/7/6202.md?p=8) shall be national in scope. Not more than one [order](/usc/7/6202.md?p=8) shall be in effect under this chapter at any one time.
- (b) **Procedure—**
  - (1) **Proposal for issuance of order—** Any [person](/usc/7/6202.md?p=9) that will be affected by this chapter may request the issuance of, and submit a proposal for, an [order](/usc/7/6202.md?p=8) under this chapter.
  - (2) **Proposed order—** Not later than 60 days after the receipt of a request and proposal by an interested [person](/usc/7/6202.md?p=9) for an [order](/usc/7/6202.md?p=8), the [Secretary](/usc/7/6202.md?p=14) shall publish a proposed [order](/usc/7/6202.md?p=8) and give due notice and opportunity for public comment on the proposed [order](/usc/7/6202.md?p=8).
  - (3) **Issuance of order—** After notice and opportunity for public comment are given, as provided in [paragraph (2)](#b-2), the [Secretary](/usc/7/6202.md?p=14) shall issue an [order](/usc/7/6202.md?p=8), taking into consideration the comments received and including in the [order](/usc/7/6202.md?p=8) provisions necessary to ensure that the [order](/usc/7/6202.md?p=8) is in conformity with the requirements of this chapter.
  - (4) **Effective date of order—** Such [order](/usc/7/6202.md?p=8) shall be issued and become effective not later than 150 days following publication of the proposed [order](/usc/7/6202.md?p=8).
- (c) **Amendments—** The [Secretary](/usc/7/6202.md?p=14), from time to time, may amend any [order](/usc/7/6202.md?p=8) issued under this section. The provisions of this chapter applicable to [orders](/usc/7/6202.md?p=8) shall be applicable to amendments to [orders](/usc/7/6202.md?p=8).
