# §5332. Functions of Council


The [Council](/usc/7/5302.md?p=6) shall—

- (1) provide scientific and technical advice on the development and implementation of all components of the [coordinated program](/usc/7/5302.md?p=2) and the [comprehensive plan](/usc/7/5302.md?p=1);
- (2) evaluate the scientific and technical quality of the [comprehensive plan](/usc/7/5302.md?p=1) and the effectiveness of the [coordinated program](/usc/7/5302.md?p=2);
- (3) recommend to the [Secretaries](/usc/7/5302.md?p=9), on an annual basis, means of enhancing the [comprehensive plan](/usc/7/5302.md?p=1) and the [coordinated program](/usc/7/5302.md?p=2); and
- (4) submit to the [Secretaries](/usc/7/5302.md?p=9) annual reports that—
  - (A) shall contain the components specified in paragraphs [(2)](#2) and [(3)](#3); and
  - (B) shall be included in full in the biennial reports of the [Secretaries](/usc/7/5302.md?p=9) to the President for transmittal to Congress under [section 5312(b) of this title](/usc/7/5312.md?p=b).
