# §4903. Issuance of plans


To effectuate the declared policy of this chapter, the [Secretary](/usc/7/4902.md?p=1) shall, under the provisions of this chapter, issue, and from time to time may amend, orders (applicable to [producers](/usc/7/4902.md?p=5), [handlers](/usc/7/4902.md?p=4), and [importers](/usc/7/4902.md?p=6) of [watermelons](/usc/7/4902.md?p=3)) authorizing the collection of assessments on [watermelons](/usc/7/4902.md?p=3) under this chapter and the use of such funds to cover the costs of research, development, advertising, and [promotion](/usc/7/4902.md?p=8) with respect to [watermelons](/usc/7/4902.md?p=3) under this chapter. Any plan shall be applicable to [watermelons](/usc/7/4902.md?p=3) produced in the [United States](/usc/7/4902.md?p=10) or imported into the [United States](/usc/7/4902.md?p=10).
