# §4532. Establishment of National Dairy Research Endowment Institute


The [Secretary](/usc/7/4502.md?p=c) of Agriculture may establish in the [Department](/usc/7/4502.md?p=b) of Agriculture a National Dairy [Research](/usc/7/4502.md?p=j) Endowment [Institute](/usc/7/4531.md?p=6) whose function shall be to aid the dairy industry through the implementation of the [dairy products](/usc/7/4502.md?p=e) [research](/usc/7/4502.md?p=j) order, which its [board](/usc/7/4502.md?p=a) of trustees shall administer, and the use of monies made available to its [board](/usc/7/4502.md?p=a) of trustees from the Dairy [Research](/usc/7/4502.md?p=j) Trust [Fund](/usc/7/4531.md?p=5) to implement the order. In implementing the order, the [Institute](/usc/7/4531.md?p=6) shall provide a permanent system for funding scientific [research](/usc/7/4502.md?p=j) activities designed to facilitate the expansion of [markets](/usc/7/198.md?p=1) for [milk](/usc/7/4502.md?p=d) and [dairy products](/usc/7/4502.md?p=e) marketed in the [United States](/usc/7/4502.md?p=l). The [Institute](/usc/7/4531.md?p=6) shall be headed by a [board](/usc/7/4502.md?p=a) of trustees composed of the members of the National Dairy [Promotion](/usc/7/4502.md?p=i) and [Research](/usc/7/4502.md?p=j) [Board](/usc/7/4502.md?p=a). The [board](/usc/7/4502.md?p=a) may appoint from among its members an executive committee whose membership shall reflect equally each of the different regions in the [United States](/usc/7/4502.md?p=l) in which [milk](/usc/7/4502.md?p=d) is produced. The executive committee shall have such duties and powers as are delegated to it by the [board](/usc/7/4502.md?p=a). The members of the [board](/usc/7/4502.md?p=a) shall serve without compensation. While away from their homes or regular places of business in the performance of services for the [board](/usc/7/4502.md?p=a), members of the [board](/usc/7/4502.md?p=a) shall be allowed reasonable travel expenses, including a per diem allowance in lieu of subsistence, as recommended by the [board](/usc/7/4502.md?p=a) and approved by the [Secretary](/usc/7/4502.md?p=c), except that there shall be no duplication of payment for such expenses.
