# §3315a. Availability of competitive grant funds


Except as otherwise provided by law, funds made available to the [Secretary](/usc/7/3103.md?p=15) to carry out a competitive [agricultural research](/usc/7/3103.md?p=2), [education](/usc/7/3103.md?p=20), or [extension](/usc/7/3103.md?p=8) grant program under this or any other Act shall be available for obligation for a 2-year period beginning on October 1 of the fiscal year for which the funds are made available.
