# §2704. Notice and hearing upon proposed orders


Whenever the [Secretary](/usc/7/2702.md?p=a) has reason to believe that the issuance of an order will tend to effectuate the declared policy of this chapter, he shall give due notice and opportunity for hearing upon a proposed order. Such hearing may be requested and proposal for an order submitted by an organization certified pursuant to [section 2715 of this title](/usc/7/2715.md), or by any interested [person](/usc/7/2702.md?p=b) affected by the provisions of this chapter, including the [Secretary](/usc/7/2702.md?p=a).
