# §2102. Orders of Secretary to cotton handlers


To effectuate the declared policy of this chapter, the [Secretary](/usc/7/2116.md?p=a) shall, subject to the provisions of this chapter, issue and from time to time amend, orders applicable to [persons](/usc/7/2116.md?p=b) engaged in the harvesting, [marketing](/usc/7/2116.md?p=g), ginning, or other handling of [cotton](/usc/7/2116.md?p=c), hereinafter referred to as [handlers](/usc/7/2116.md?p=d). Such orders shall be applicable to all production or [marketing](/usc/7/2116.md?p=g) areas, or both, in the [United States](/usc/7/2116.md?p=e).
