# §2009a. Establishment


The [Secretary](/usc/7/499a.md?p=b-2) shall establish a [rural](/usc/7/1991.md?p=a-13-A) community advancement program to provide grants, loans, loan guarantees, and other assistance to meet the [rural](/usc/7/1991.md?p=a-13-A) development needs of local communities in [States](/usc/7/2009.md?p=1) and federally recognized Indian tribes.
