# §2008b. Socially disadvantaged farmers and ranchers; qualified beginning farmers and ranchers


In the case of a loan guaranteed by the [Secretary](/usc/7/499a.md?p=b-2) under subchapter I or II to a socially disadvantaged [farmer](/usc/7/1991.md?p=a-1) or rancher (as defined in [section 2003(e) of this title](/usc/7/2003.md?p=e)) or a [qualified beginning farmer or rancher](/usc/7/1991.md?p=a-11), the [Secretary](/usc/7/499a.md?p=b-2) may provide for a standard guarantee plan, which shall cover an amount equal to 95 percent of the outstanding principal of the loan.
