# §1038. Regulations; delegations of authority


The [Secretary](/usc/7/499a.md?p=b-2) may make such rules and regulations and such delegations of authority as he may deem necessary to carry out the provisions of sections [1033](/usc/7/1033.md) to [1039](/usc/7/1039.md) of this title.
