# §752. Reporting requirements

- (a) **Federal preparedness report—**
  - (1) **In general—** Not later than 12 months after October 4, 2006, and annually thereafter, the [Administrator](/usc/6/821.md?p=1), in coordination with the heads of appropriate [Federal agencies](/usc/6/677a.md?p=4), shall submit to the [appropriate committees of Congress](/usc/6/701.md?p=3) a report on the Nation’s level of preparedness for all [hazards](/usc/6/741.md?p=3), including natural disasters, acts of [terrorism](/usc/6/101.md?p=18), and other man-made disasters.
  - (2) **Contents—** Each report shall include—
    - (A) an assessment of how Federal assistance supports the [national preparedness system](/usc/6/741.md?p=6);
    - (B) the results of the comprehensive assessment carried out under [section 749 of this title](/usc/6/749.md);
    - (C) a review of the inventory described in [section 751 of this title](/usc/6/751.md), including the number and type of [credentialed](/usc/6/741.md?p=2) [personnel](/usc/6/101.md?p=15) in each category of [personnel](/usc/6/101.md?p=15) trained and ready to respond to a natural disaster, [act of terrorism](/usc/6/444.md?p=2-A), or other man-made disaster;
    - (D) an assessment of resource needs to meet preparedness priorities established under [section 746(e) of this title](/usc/6/746.md?p=e), including—
      - (i) an estimate of the amount of Federal, [State](/usc/6/821.md?p=9), local, and tribal expenditures required to attain the preparedness priorities; and
      - (ii) the extent to which the use of Federal assistance during the preceding fiscal year achieved the preparedness priorities;
    - (E) an evaluation of the extent to which grants administered by the [Department](/usc/6/101.md?p=5), including grants under title XX of the [Homeland](/usc/6/101.md?p=1) Security Act of 2002 [[6 U.S.C. 601](/usc/6/601.md) et seq.]—
      - (i) have contributed to the progress of [State](/usc/6/821.md?p=9), local, and [tribal governments](/usc/6/701.md?p=16) in achieving target [capabilities](/usc/6/741.md?p=1); and
      - (ii) have led to the reduction of risk from natural disasters, acts of [terrorism](/usc/6/101.md?p=18), or other man-made disasters nationally and in [State](/usc/6/821.md?p=9), local, and tribal jurisdictions; and
    - (F) a discussion of whether the list of [credentialed](/usc/6/741.md?p=2) [personnel](/usc/6/101.md?p=15) of the [Agency](/usc/6/671.md?p=1) described in [section 751(b)(2) of this title](/usc/6/751.md?p=b-2)—
      - (i) complies with the strategic human capital plan developed under [section 10102 of title 5](/usc/5/10102.md); and
      - (ii) is sufficient to respond to a natural disaster, [act of terrorism](/usc/6/444.md?p=2-A), or other man-made disaster, including a [catastrophic incident](/usc/6/821.md?p=3).
- (b) **Catastrophic resource report—**
  - (1) **In general—** The [Administrator](/usc/6/821.md?p=1) shall develop and submit to the [appropriate committees of Congress](/usc/6/701.md?p=3) annually an estimate of the [resources](/usc/6/741.md?p=12) of the [Agency](/usc/6/671.md?p=1) and other [Federal agencies](/usc/6/677a.md?p=4) needed for and devoted specifically to developing the [capabilities](/usc/6/741.md?p=1) of Federal, [State](/usc/6/821.md?p=9), local, and [tribal governments](/usc/6/701.md?p=16) necessary to respond to a [catastrophic incident](/usc/6/821.md?p=3).
  - (2) **Contents—** Each estimate under [paragraph (1)](#b-1) shall include the [resources](/usc/6/741.md?p=12) both necessary for and devoted to—
    - (A) planning;
    - (B) training and exercises;
    - (C) Regional Office enhancements;
    - (D) staffing, including for [surge capacity](/usc/6/701.md?p=15) during a [catastrophic incident](/usc/6/821.md?p=3);
    - (E) additional logistics [capabilities](/usc/6/741.md?p=1);
    - (F) other responsibilities under the [catastrophic incident](/usc/6/821.md?p=3) annex and the [catastrophic incident](/usc/6/821.md?p=3) supplement of the [National Response Plan](/usc/6/701.md?p=13);
    - (G) [State](/usc/6/821.md?p=9), local, and [tribal government](/usc/6/701.md?p=16) [catastrophic incident](/usc/6/821.md?p=3) preparedness; and
    - (H) covering increases in the fixed costs or expenses of the [Agency](/usc/6/671.md?p=1), including rent or property acquisition costs or expenses, taxes, contributions to the working capital [fund](/usc/6/677a.md?p=5) of the [Department](/usc/6/101.md?p=5), and security costs for the year after the year in which such estimate is submitted.
- (c) **State preparedness report—**
  - (1) **In general—** Not later than 15 months after October 4, 2006, and annually thereafter, a [State](/usc/6/821.md?p=9) receiving Federal preparedness assistance administered by the [Department](/usc/6/101.md?p=5) shall submit a report to the [Administrator](/usc/6/821.md?p=1) on the [State](/usc/6/821.md?p=9)’s level of preparedness.
  - (2) **Contents—** Each report shall include—
    - (A) an assessment of [State](/usc/6/821.md?p=9) compliance with the [national preparedness system](/usc/6/741.md?p=6), [National Incident Management System](/usc/6/701.md?p=12), [National Response Plan](/usc/6/701.md?p=13), and other related plans and strategies;
    - (B) an assessment of current [capability](/usc/6/741.md?p=1) levels and a description of target [capability](/usc/6/741.md?p=1) levels; and
    - (C) a discussion of the extent to which target [capabilities](/usc/6/741.md?p=1) identified in the applicable [State](/usc/6/821.md?p=9) [homeland](/usc/6/101.md?p=1) security plan and other applicable plans remain unmet and an assessment of [resources](/usc/6/741.md?p=12) needed to meet the preparedness priorities established under [section 746(e) of this title](/usc/6/746.md?p=e), including—
      - (i) an estimate of the amount of expenditures required to attain the preparedness priorities; and
      - (ii) the extent to which the use of Federal assistance during the preceding fiscal year achieved the preparedness priorities.
