# §751. Federal response capability inventory

- (a) **In general—** In accordance with [section 5196(h)(1)(C) of title 42](/usc/42/5196.md?p=h-1-C), the [Administrator](/usc/6/821.md?p=1) shall accelerate the completion of the inventory of Federal response [capabilities](/usc/6/741.md?p=1).
- (b) **Contents—** For each [Federal agency](/usc/6/677a.md?p=4) with responsibilities under the [National Response Plan](/usc/6/701.md?p=13), the inventory shall include—
  - (1) for each [capability](/usc/6/741.md?p=1)—
    - (A) the performance parameters of the [capability](/usc/6/741.md?p=1);
    - (B) the timeframe within which the [capability](/usc/6/741.md?p=1) can be brought to bear on an [incident](/usc/6/677a.md?p=6); and
    - (C) the readiness of the [capability](/usc/6/741.md?p=1) to respond to all [hazards](/usc/6/741.md?p=3), including natural disasters, acts of [terrorism](/usc/6/101.md?p=18), and other man-made disasters;
  - (2) a list of [personnel](/usc/6/101.md?p=15) [credentialed](/usc/6/741.md?p=2) in accordance with [section 320 of this title](/usc/6/320.md);
  - (3) a list of [resources](/usc/6/741.md?p=12) [typed](/usc/6/741.md?p=14) in accordance with [section 320 of this title](/usc/6/320.md); and
  - (4) [emergency](/usc/6/701.md?p=6) communications [assets](/usc/6/101.md?p=3) maintained by the Federal Government and, if appropriate, [State](/usc/6/821.md?p=9), local, and [tribal governments](/usc/6/701.md?p=16) and the private sector.
- (c) **Department of Defense—** The [Administrator](/usc/6/821.md?p=1), in coordination with the [Secretary](/usc/6/821.md?p=11) of Defense, shall develop a list of organizations and [functions](/usc/6/101.md?p=9) within the [Department](/usc/6/101.md?p=5) of Defense that may be used, pursuant to the authority provided under the [National Response Plan](/usc/6/701.md?p=13) and sections [5170a](/usc/42/5170a.md), [5170b](/usc/42/5170b.md), and [5192](/usc/42/5192.md) of title 42, to provide support to civil authorities during natural disasters, acts of [terrorism](/usc/6/101.md?p=18), and other man-made disasters.
- (d) **Database—** The [Administrator](/usc/6/821.md?p=1) shall establish an inventory database to allow—
  - (1) real-time exchange of information regarding—
    - (A) [capabilities](/usc/6/741.md?p=1);
    - (B) readiness;
    - (C) the compatibility of equipment;
    - (D) [credentialed](/usc/6/741.md?p=2) [personnel](/usc/6/101.md?p=15); and
    - (E) [typed](/usc/6/741.md?p=14) [resources](/usc/6/741.md?p=12);
  - (2) easy identification and rapid deployment of [capabilities](/usc/6/741.md?p=1), [credentialed](/usc/6/741.md?p=2) [personnel](/usc/6/101.md?p=15), and [typed](/usc/6/741.md?p=14) [resources](/usc/6/741.md?p=12) during an [incident](/usc/6/677a.md?p=6); and
  - (3) the sharing of the inventory described in [subsection (a)](#a) with other [Federal agencies](/usc/6/677a.md?p=4), as appropriate.
