# §749. Comprehensive assessment system

- (a) **Establishment—** The [Administrator](/usc/6/821.md?p=1), in coordination with the National [Council](/usc/6/681.md?p=2) on Disability and the National Advisory [Council](/usc/6/681.md?p=2), shall establish a comprehensive system to assess, on an ongoing basis, the Nation’s [prevention](/usc/6/741.md?p=11) [capabilities](/usc/6/741.md?p=1) and overall preparedness, including [operational readiness](/usc/6/741.md?p=8).
- (b) **Performance metrics and measures—** The [Administrator](/usc/6/821.md?p=1) shall ensure that each component of the [national preparedness system](/usc/6/741.md?p=6), [National Incident Management System](/usc/6/701.md?p=12), [National Response Plan](/usc/6/701.md?p=13), and other related plans and strategies, and the reports required under [section 752 of this title](/usc/6/752.md) is developed, revised, and updated with clear and quantifiable [performance metrics](/usc/6/741.md?p=10), measures, and outcomes.
- (c) **Contents—** The assessment system established under [subsection (a)](#a) shall assess—
  - (1) compliance with the [national preparedness system](/usc/6/741.md?p=6), [National Incident Management System](/usc/6/701.md?p=12), [National Response Plan](/usc/6/701.md?p=13), and other related plans and strategies;
  - (2) [capability](/usc/6/741.md?p=1) levels at the time of assessment against target [capability](/usc/6/741.md?p=1) levels defined pursuant to the guidelines established under [section 746(a) of this title](/usc/6/746.md?p=a);
  - (3) resource needs to meet the desired target [capability](/usc/6/741.md?p=1) levels defined pursuant to the guidelines established under [section 746(a) of this title](/usc/6/746.md?p=a); and
  - (4) performance of training, exercises, and operations.
