# §745. National planning scenarios

- (a) **In general—** The [Administrator](/usc/6/821.md?p=1), in coordination with the heads of appropriate [Federal agencies](/usc/6/677a.md?p=4) and the National Advisory [Council](/usc/6/681.md?p=2), may develop planning scenarios to reflect the relative risk requirements presented by all [hazards](/usc/6/741.md?p=3), including natural disasters, acts of [terrorism](/usc/6/101.md?p=18), and other man-made disasters, in order to provide the foundation for the flexible and adaptive development of target [capabilities](/usc/6/741.md?p=1) and the identification of target [capability](/usc/6/741.md?p=1) levels to meet the [national preparedness goal](/usc/6/741.md?p=5).
- (b) **Development—** In developing, revising, and replacing national planning scenarios, the [Administrator](/usc/6/821.md?p=1) shall ensure that the scenarios—
  - (1) reflect the relative risk of all [hazards](/usc/6/741.md?p=3) and illustrate the potential scope, magnitude, and complexity of a broad range of representative [hazards](/usc/6/741.md?p=3); and
  - (2) provide the minimum number of representative scenarios necessary to identify and define the tasks and target [capabilities](/usc/6/741.md?p=1) required to respond to all [hazards](/usc/6/741.md?p=3).
