# §677. Sense of Congress


It is the sense of Congress that—

- (1) the purpose of this part is to authorize the [Secretary](/usc/6/641.md?p=3) to declare that a [significant incident](/usc/6/677a.md?p=8) has occurred and to establish the authorities that are provided under the [declaration](/usc/6/677a.md?p=2) to respond to and recover from the [significant incident](/usc/6/677a.md?p=8); and
- (2) the authorities established under this part are intended to enable the [Secretary](/usc/6/641.md?p=3) to provide [voluntary](/usc/6/671.md?p=6-A) assistance to non-[Federal entities](/usc/6/681.md?p=7) impacted by a [significant incident](/usc/6/677a.md?p=8).
