# §591h. Relationship to other Department components and Federal agencies

- (a) **In general—** The authority of the [Assistant Secretary](/usc/6/590.md?p=1) under this subchapter shall not affect or diminish the authority or the responsibility of any officer of the [Department](/usc/6/101.md?p=5) or any officer of any other [Federal agency](/usc/6/677a.md?p=4) with respect to the command, control, or direction of the [functions](/usc/6/101.md?p=9), [personnel](/usc/6/101.md?p=15), [funds](/usc/6/677a.md?p=5), [assets](/usc/6/101.md?p=3), or liabilities of any component of the [Department](/usc/6/101.md?p=5) or any other [Federal agency](/usc/6/677a.md?p=4).
- (b) **Office for Strategy, Policy, and Plans—** Not later than one year after December 21, 2018, the [Assistant Secretary](/usc/6/590.md?p=1) shall, in coordination with the Under [Secretary](/usc/6/101.md?p=16) for Strategy, Policy, and Plans, submit to the [appropriate congressional committees](/usc/6/101.md?p=2) a strategy and implementation plan to direct programs within the [Office](/usc/6/590.md?p=3) and to integrate those programs with other programs and activities of the [Department](/usc/6/101.md?p=5).
- (c) **Federal Emergency Management Agency—** Nothing in this subchapter or any other provision of law may be construed to affect or reduce the responsibilities of the Federal [Emergency Management](/usc/6/701.md?p=7) [Agency](/usc/6/671.md?p=1) or the [Administrator](/usc/6/701.md?p=1) of the [Agency](/usc/6/671.md?p=1), including the diversion of any asset, function, or mission of the [Agency](/usc/6/671.md?p=1) or the [Administrator](/usc/6/701.md?p=1) of the [Agency](/usc/6/671.md?p=1).
