# §321p. National planning and education


The [Secretary](/usc/6/101.md?p=16) shall, to the extent practicable—

- (1) include in national planning frameworks the threat of an [EMP](/usc/6/101.md?p=7) or [GMD](/usc/6/101.md?p=10) event; and
- (2) conduct outreach to educate owners and operators of [critical infrastructure](/usc/6/101.md?p=4), [emergency](/usc/6/701.md?p=6) planners, and [emergency response providers](/usc/6/101.md?p=6) at all levels of government regarding threats of [EMP](/usc/6/101.md?p=7) and [GMD](/usc/6/101.md?p=10).
