# §321. The National Infrastructure Simulation and Analysis Center

- (a) **Definition—** In this section, the term “National Infrastructure Simulation and Analysis [Center](/usc/6/681.md?p=1)” means the National Infrastructure Simulation and Analysis [Center](/usc/6/681.md?p=1) established under [section 5195c(d) of title 42](/usc/42/5195c.md?p=d).
- (b) **Authority—**
  - (1) **In general—** There is in the [Department](/usc/6/101.md?p=5) the National Infrastructure Simulation and Analysis [Center](/usc/6/681.md?p=1) which shall serve as a source of national expertise to address [critical infrastructure](/usc/6/101.md?p=4) protection and continuity through support for activities related to—
    - (A) counterterrorism, threat assessment, and risk mitigation; and
    - (B) a natural disaster, [act of terrorism](/usc/6/444.md?p=2-A), or other man-made disaster.
  - (2) **Infrastructure modeling—**
    - (A) **Particular support—** The support provided under [paragraph (1)](#b-1) shall include modeling, simulation, and analysis of the systems and [assets](/usc/6/101.md?p=3) comprising [critical infrastructure](/usc/6/101.md?p=4), in order to enhance preparedness, protection, response, recovery, and mitigation activities.
    - (B) **Relationship with other agencies—** Each [Federal agency](/usc/6/677a.md?p=4) and [department](/usc/6/101.md?p=5) with [critical infrastructure](/usc/6/101.md?p=4) responsibilities under [Homeland](/usc/6/101.md?p=1) Security Presidential Directive 7, or any successor to such directive, shall establish a formal relationship, including an agreement regarding information sharing, between the elements of such [agency](/usc/6/311.md?p=2) or [department](/usc/6/101.md?p=5) and the National Infrastructure Simulation and Analysis [Center](/usc/6/681.md?p=1), through the [Department](/usc/6/101.md?p=5).
    - (C) **Purpose—**
      - (i) **In general—** The purpose of the relationship under [subparagraph (B)](#b-2-B) shall be to permit each [Federal agency](/usc/6/677a.md?p=4) and [department](/usc/6/101.md?p=5) described in [subparagraph (B)](#b-2-B) to take full advantage of the capabilities of the National Infrastructure Simulation and Analysis [Center](/usc/6/681.md?p=1) (particularly vulnerability and consequence analysis), consistent with its work load capacity and priorities, for real-time response to reported and projected natural disasters, acts of [terrorism](/usc/6/101.md?p=18), and other man-made disasters.
      - (ii) **Recipient of certain support—** Modeling, simulation, and analysis provided under this subsection shall be provided to relevant [Federal agencies](/usc/6/677a.md?p=4) and [departments](/usc/6/101.md?p=5), including [Federal agencies](/usc/6/677a.md?p=4) and [departments](/usc/6/101.md?p=5) with [critical infrastructure](/usc/6/101.md?p=4) responsibilities under [Homeland](/usc/6/101.md?p=1) Security Presidential Directive 7, or any successor to such directive.
