# §124j. Rural Policing Institute

- (a) **In general—** The [Secretary](/usc/6/101.md?p=16) shall establish a Rural Policing Institute, which shall be administered by the Federal Law Enforcement Training [Center](/usc/6/681.md?p=1), to target training to law enforcement [agencies](/usc/6/671.md?p=1) and other [emergency response providers](/usc/6/101.md?p=6) located in rural areas. The [Secretary](/usc/6/101.md?p=16), through the Rural Policing Institute, shall—
  - (1) evaluate the needs of law enforcement [agencies](/usc/6/671.md?p=1) and other [emergency response providers](/usc/6/101.md?p=6) in rural areas;
  - (2) develop expert training programs designed to address the needs of law enforcement [agencies](/usc/6/671.md?p=1) and other [emergency response providers](/usc/6/101.md?p=6) in rural areas as identified in the evaluation conducted under [paragraph (1)](#a-1), including training programs about intelligence-led policing and protections for privacy, civil rights, and civil liberties;
  - (3) provide the training programs developed under [paragraph (2)](#a-2) to law enforcement [agencies](/usc/6/671.md?p=1) and other [emergency response providers](/usc/6/101.md?p=6) in rural areas; and
  - (4) conduct outreach efforts to ensure that local and [tribal governments](/usc/6/701.md?p=16) in rural areas are aware of the training programs developed under [paragraph (2)](#a-2) so they can avail themselves of such programs.
- (b) **Curricula—** The training at the Rural Policing Institute established under [subsection (a)](#a) shall—
  - (1) be configured in a manner so as not to duplicate or displace any law enforcement or [emergency](/usc/6/701.md?p=6) response program of the Federal Law Enforcement Training [Center](/usc/6/681.md?p=1) or a local or [tribal government](/usc/6/701.md?p=16) [entity](/usc/6/301c.md?p=2) in existence on August 3, 2007; and
  - (2) to the maximum extent practicable, be delivered in a cost-effective manner at facilities of the [Department](/usc/6/101.md?p=5), on closed military installations with adequate training facilities, or at facilities operated by the participants.
- (c) **Definition—** In this section, the term “rural” means an area that is not located in a metropolitan statistical area, as defined by the Office of Management and Budget.
- (d) **Authorization of appropriations—** There are authorized to be appropriated to carry out this section (including for contracts, staff, and equipment)—
  - (1) $10,000,000 for fiscal year 2008; and
  - (2) $5,000,000 for each of fiscal years 2009 through 2013.

### Rural Area

Pub. L. 112–74, div. D, title V, § 546, Dec. 23, 2011, 125 Stat. 977, provided that: “For fiscal year 2012 and thereafter, for purposes of section 210C of the Homeland Security Act of 2002 (6 U.S.C. 124j), a rural area shall also include any area that is located in a metropolitan statistical area and a county, borough, parish, or area under the jurisdiction of an Indian tribe with a population of not more than 50,000.”
