# §1172. Railroad security enhancements; Model State legislation


Not later than November 2, 2007, the [Secretary](/usc/6/1101.md?p=2) of Transportation shall develop and make available to [States](/usc/6/101.md?p=17) model legislation to address the problem of [entities](/usc/6/301c.md?p=2) that claim to be railroad carriers in order to establish and run a police force when the [entities](/usc/6/301c.md?p=2) do not in fact provide railroad transportation. In developing the model [State](/usc/6/101.md?p=17) legislation the [Secretary](/usc/6/1101.md?p=2) shall solicit the input of the [States](/usc/6/101.md?p=17), railroads carriers, and railroad carrier employees. The [Secretary](/usc/6/1101.md?p=2) shall review and, if necessary, revise such model [State](/usc/6/101.md?p=17) legislation periodically.
