# §101322. Management development and training


The [Secretary](/usc/54/100102.md?p=3) shall maintain a clear plan for management training and development under which career professional [Service](/usc/54/100102.md?p=4) employees from any appropriate academic field may obtain sufficient training, experience, and advancement opportunity to enable those qualified to move into [System unit](/usc/54/100102.md?p=6) management positions, including the position of superintendent of a [System unit](/usc/54/100102.md?p=6).
