# §100503. Five-year strategic plans

- (a) **Strategic and Performance Plans.—** Each [System unit](/usc/54/100102.md?p=6) shall prepare and make available to the public a 5-year strategic plan and an annual performance plan. The plans shall reflect the [Service](/usc/54/100102.md?p=4) policies, goals, and outcomes represented in the [Service](/usc/54/100102.md?p=4)-wide strategic plan prepared pursuant to [section 306 of title 5](/usc/5/306.md).
- (b) **Annual Budget.—**
  - (1) **In general.—** As a part of the annual performance plan for a [System unit](/usc/54/100102.md?p=6) prepared pursuant to [subsection (a)](#a), following receipt of the appropriation for the unit from the Operations of the [National Park System](/usc/54/100102.md?p=2) account (but not later than January 1 of each year), the superintendent of the [System unit](/usc/54/100102.md?p=6) shall develop and make available to the public the budget for the current fiscal year for that [System unit](/usc/54/100102.md?p=6).
  - (2) **Contents.—** The budget shall include—
    - (A) funding allocations for resource preservation (including resource management), visitor [services](/usc/54/100102.md?p=4) (including maintenance, [interpretation](/usc/54/100801.md?p=1), law enforcement, and search and rescue), and administration; and
    - (B) allocations into each of the categories in [subparagraph (A)](#b-2-A) of all funds retained from fees collected for that year, including special use permits, concession franchise fees, and recreation use and entrance fees.
