# §20101. Congressional declaration of purpose


It is the intention of Congress in enacting this chapter to promote the fundamental right to vote by improving access for [handicapped](/usc/52/20107.md?p=4) and [elderly](/usc/52/20107.md?p=2) individuals to registration facilities and polling places for [Federal elections](/usc/52/20107.md?p=3).
