# §3238. Annual reports on influence operations and campaigns in the United States by the Russian Federation

- (a) **Requirement—** On an annual basis, the Director of the National [Counterintelligence](/usc/50/3003.md?p=3) and Security Center shall submit to the [congressional intelligence committees](/usc/50/3003.md?p=7) a report on the influence operations and campaigns in the United States conducted by the Russian Federation.
- (b) **Contents—** Each report under [subsection (a)](#a) shall include the following:
  - (1) A description and listing of the Russian organizations and persons involved in influence operations and campaigns operating in the United States as of the date of the report.
  - (2) An assessment of organizations that are associated with or receive funding from organizations and persons identified in [paragraph (1)](#b-1), particularly such entities operating in the United States.
  - (3) A description of the efforts by the organizations and persons identified in [paragraph (1)](#b-1) to target, coerce, and influence populations within the United States.
  - (4) An assessment of the activities of the organizations and persons identified in [paragraph (1)](#b-1) designed to influence the opinions of elected leaders of the United States or candidates for election in the United States.
  - (5) With respect to reports submitted after the first report, an assessment of the change in goals, tactics, techniques, and procedures of the influence operations and campaigns conducted by the organizations and persons identified in [paragraph (1)](#b-1).
- (c) **Coordination—** In carrying out [subsection (a)](#a), the Director shall coordinate with the Director of the Federal Bureau of Investigation, the Director of the Central [Intelligence](/usc/50/3003.md?p=1) Agency, the Director of the National Security Agency, and any other relevant head of an element of the [intelligence community](/usc/50/3003.md?p=4).
- (d) **Form—** Each report submitted under [subsection (a)](#a) shall be submitted in unclassified form, but may include a classified annex.

Pub. L. 116–92, div. E, title LV, § 5501(c), Dec. 20, 2019, 133 Stat. 2144, provided that: “The Director of the National Counterintelligence and Security Center shall submit to the congressional intelligence committees the first report under section 1108 of the National Security Act of 1947 [50 U.S.C. 3238], as added by subsection (a), by not later than 180 days after the date of the enactment of this Act [Dec. 20, 2019].”
