# §8989. Preemption


The terms of any contract that relate to the nature, provision, or extent of coverage or benefits (including payments with respect to benefits) shall supersede and preempt any [State](/usc/5/8521.md?p=a-3) or local law, or any regulation issued thereunder, which relates to vision benefits, insurance, plans, or contracts.
